Pass the Future Energy Needs motion in your branch and SEC

LEAN is campaigning in the lead up to the NSW ALP conference in May to pass a resolution that will delay any decision on building any new high emission power infrastructure, like a tradition coal fired power plant, in NSW until gas, energy efficiency and renewables are given a chance. That this branch:

Congratulates the NSW government on its leadership over the last decade to stop dangerous climate change.

Acknowledges the pioneering role played by NSW in developing Market Based Instruments (in particular, the NSW Greenhouse Gas Abatement Scheme) to combat climate change.

Notes

  • That NSW Government targets require a 60% reduction in CO2-equivalent emissions by 2050 and the new Labor Federal Government has set the same target for Australia;
  • That any new major investment in base load power infrastructure will have a life of 40-50 years;
  • That new infrastructure utilizing current coal technologies would add significantly to NSW greenhouse gas emissions;
  • That new low-carbon technologies (including advanced renewables and carbon capture and storage) are expected to become commercially available in the decade commencing 2020.

Calls upon the NSW State Government to implement a comprehensive, multi-pronged strategy to meet NSW's electricity needs up to 2020 using:

  • gas
  • energy efficiency measures; and
  • renewable energy
without the construction of new high emission (over 0.5kg/kWhr) electricity supply infrastructure, like a traditional coal fired power station.

Calls upon the NSW State Government to work with the Commonwealth to ensure major investment in research and development to accelerate advancement of new low emission base load technologies including:

  • Geo-thermal
  • Solar
  • Wind
  • Biomass

Notes that investment in innovative services and technologies to reduce emissions will prepare NSW to capture a share of a large and fast growing global market for these products.

Notes that these measures would allow NSW to maintain its leadership in responding to dangerous climate change, and remain at the forefront of technology innovation.
